The New York Times: The United States and NATO are racing to arm Ukraine and fill their arsenals
After the collapse of the Soviet Union, European countries seized on a "peace dividend" to slash defense budgets, the size of their armed forces and arsenals, the New York Times said. The West thought there would never be another war between artillery and tanks in Europe, so it reduced its Arsenal, "but that was wrong".
Regarding the situation in the conflict between Russia and Ukraine, the report quoted NATO officials as saying that Ukraine was using a staggering amount of artillery. In Afghanistan, NATO forces could fire 300 rounds a day and had no real concerns about air defense, but Ukraine could fire thousands of rounds a day and needed air defense. "A day in Ukraine is a month or more in Afghanistan," says Camille Grande, a former NATO assistant secretary general for defence investment and now a defence expert at the European Council on Foreign Relations.
In May, Ukrainian troops prepared to fire howitzers at Russian positions in the Donetsk region, The New York Times reported.
According to the report, a senior NATO official said that this summer in the Donbass region, Ukrainian forces fired 6,000 to 7,000 artillery rounds a day, and Russian forces fired 40,000 to 50,000 rounds a day. By comparison, the United States produces only about 15,000 rounds a month, the report said.
In response, the New York Times said that Western countries are trying to "fill" the stockpiles of weapons sent to Ukraine by buying ammunition from South Korea and other countries. NATO is even talking about investing in old factories in the Czech Republic, Slovakia and Bulgaria to make 152mm and 122mm Soviet standard caliber shells to supply Ukraine.
NATO also faces obstacles in securing Ukrainian weapons and ammunition, according to The New York Times. NATO has often provided Ukraine with a high-profile supply of advanced Western artillery using NATO standard 155mm shells. However, NATO weapons systems rarely use shells made in other NATO countries, but only those made in the country that made the weapon system.
According to the report, one NATO official described the multinational hybrid weapon systems now being used in Ukraine as "NATO's zoo" because of the widespread use of animal names for weapons systems such as the German Cheetah air defense missile system and the French Rattlesnake surface-to-air missile system. Reports say Ukraine is facing difficulties in resupplying and repairing weapons supplied by several countries.
So far, NATO countries have provided Ukraine with about $40 billion (287 billion yuan) worth of weapons, roughly equivalent to the annual defense budget of France, according to The New York Times. A NATO official revealed that some smaller members had run out of what they could provide and that 20 of the alliance's 30 members were "very tired", but suggested that the remaining 10 could still provide more weaponry, especially from stronger Allies. The official was likely referring to France, Germany, Italy and the Netherlands, the report said.
NATO, led by the United States, has provided Ukraine with an array of weapons and equipment since the conflict erupted in February. Russian presidential Press Secretary Dmitry Peskov said in an interview with Russian media in October that NATO's military support for Ukraine has made the situation more complicated, but Russia is capable of guaranteeing the continuation of special military operations. Peskov stressed that NATO's de facto involvement in the Russia-Ukraine conflict would not affect Russia's stated objectives and that special military operations would continue to the end.
